Bulletin Board: Be on Lookout for Driver Please!!!

I did not catch the license plate number (he had no front plate and as he sped past me, I only caught the 'H' on the back plate). But there is a male (probably early 20's or late teens) driving an orange-ish, red sports car with a sunroof. This individual flew up behind me today (about 5:30PM) and drove back and forth across the road behind me (obvious he wanted to pass, but as I was already doing 40MPH and know there are families along Plumeria, did not feel the need to pull over so he could fly around me & hit someone). 
This individual continued to drive on the left side of the road & when I did pull into my driveway, flew at a high rate of speed up the hill - on the LEFT side of the road!! (in other words, had someone been coming from the opposite directions, there would've been a head-on!!) 
My husband and children frequently walk our dogs along this road and two of my children have nearly been hit by individuals flying down our roads. Often times individuals do not even notice people walking - they don't slow down, and they don't slow down even after nearly hitting someone!?! ONCE I had a driver slam on the brakes after nearly hitting me and my children & he apologized profusely. But I have a feeling this individual today would've kept on driving had he hit someone. 
We don't need this type of driving on our roads and I don't believe this individual is from this neighborhood (I've never seen his car before) so if we could keep an eye out for him, please???
